    The 1997 batch IPS officers currently serve at ADG rank in all states except Haryana. The batch is waiting for 2 years to get their promotion. This unfair delay seems to be perhaps caused by two reasons. 1) Cautioned paper work. 2) Learnings From Past Lessons. Top sources say that the state machinery is carefully considering all the procedural requirements and paperwork regarding promoting the 1997 batch, which involves a go-ahead of MHA. Perhaps the fiasco with the 1996 batch(promoting IG level to ADG level despite having no available post in cadre at that time) is still fresh in the mind of top brass, and learning past lessons, they now wish to move with caution. Interestingly, the two-year-long wait and resting of files of 1997 batch promotion reasons, which was to some extent unexplainable, now seems to gain some traction slowly, top sources say. By initiating the paperwork, the DGP has already set the wheels to roll for the 1997 batch promotion. Though it will take some time, at least this time, we can expect it not to hang in the fire again.
