In a major development, the Supreme Court has allowed the centre to extend Naresh Kumar's tenure for six months. The court held that the Center has the power to appoint the chief secretary of the Delhi Government. The court said there can be no dispute about the basic position of Chief Secretary, being the head of administration, performing an administrative function over all matters related to the GNCTD, including the excluded subjects. It would not be either possible or practical to divide the function of the Chief Secretary to bifurcate them between those areas which fall within the domain of GNCTD or those which fall outside. Since the Chief Secretary performs an important function, it would be far-fetched to postulate that the Central Government would be divested of the power to appoint the Chief Secretary of Delhi.
