According to top sources, it has been learned that the empanelment process of the 2010 batch IAS officers in the centre has begun. Sources add that a formal process has been initiated with a 360-degree review to take place soon. This perhaps will be the first empanelment of IAS officers beyond 2009 batch under revised rules of empanelment where IAS officers from 2010 batch onwards can be empaneled to Joint Secretary level if they have served at Under Secretary level for two years in centre.
The Appointment Cabinet Commitee in May revised the emparnlement rules of IAS officers seeking empanelment to the level of Joint Secretary to address shortage of IAS officers in centre. The revised rule stated that "ACC (Appointment Committee of Cabinet) has now directed that the Central Deputation experience of not less than two years at under-secretary/deputy secretary/director or equivalent level shall be mandatory for empanelment at joint secretary level at the Centre in respect of IAS officers from 2010 batch onwards."
