Inter-cadre deputation has evolved from a legitimate administrative tool into what insiders describe as a "secondary weapon" for ambitious IPS officers seeking lucrative positions outside their home cadres. This trend represents a significant departure from traditional career progression within the Indian Police Service. A senior IPS officer of the UT cadre, currently holding the DGP rank, recently orchestrated an elaborate campaign for inter-cadre deputation to Karnataka. Top sources say that he "conducted intensive backroom negotiations with the Karnataka state government and secured preliminary assurances for future prospects"

However, the real catch came when he approached MHA for approval but faced outright rejection. A top source revealed: "Some IPS officers, after witnessing successful DG-level inter-cadre deputations, have started exploring similar possibilities. However, North Block is giving them a cold reception." Top sources add that some DG and ADG-level IPS officers are quietly exploring such tactics, and three key reasons are behind this: first, to increase influence in power corridors; second, to position themselves in politically significant states; and third, to escape cadre politics.

Interestingly, the MHA has covertly developed a counter-strategy, understanding the real intentions behind deputation requests from some IPS officers. The Ministry is now conducting a stricter scrutiny of deputation requests and sending a clear signal that such manoeuvres won't be tolerated, with a reinforcement of proper channels and protocols. The Centre's firm stance suggests a commitment to preserving the sanctity of administrative systems while curbing opportunistic career moves. When inter-cadre deputation becomes inter-cadre desperation, it's time for a reality check.
