The New Delhi Municipal Council (NDMC) is experiencing an unprecedented wave of administrative transformation that goes far beyond traditional cleanup efforts. While previous reforms during Naresh Kumar's tenure focused on immediate fixes, Chairman Keshav Chandra has orchestrated a comprehensive, systemized overhaul designed to fundamentally optimize NDMC's operational efficiency.
Strategic Vision: Beyond Red Tape Elimination
Under Chandra's visionary leadership, NDMC has launched a multi-pronged strategy targeting three critical areas:
1-Employee Welfare Enhancement
2-Administrative Process Streamlining
3-Career Progression Acceleration
This holistic approach addresses long-standing structural inefficiencies while building a more responsive, employee-centric organization.
Breakthrough Achievements in Employee Welfare
7th CPC Pay Conversion Success- The specially constituted Anomaly Committee has delivered remarkable results:
1-812 employees received direct benefits
2- 15 different grievance categories successfully resolved
3- Long-pending pay disputes finally settled
On Promotions Front
The Departmental Promotion Committee (DPC) has been actively conducting monthly meetings, resulting in 490 promotions across various categories. An additional 304 employees are expected to be promoted through 31 DPCs planned for September and October 2025. A focused drive to grant MACP/NFSG benefits to all eligible employees has yielded significant results. Out of 4357 total cases due by the end of 2025, 3950 have already been completed, with just 407 remaining.
Administrative Streamlining
Actions have been taken to fill vacant positions and manage appointments and post-retirement benefits more efficiently.
Recruitment Initiatives:
To fill crucial vacancies, 11 requisitions for 32 posts have been sent to UPSC, and 32 requisitions for 354 posts have been submitted to DSSSB.
Pension and Arrears Settlement:
Pay fixation for retired and working employees has been expedited, with 9,559 out of 9,757 cases completed. Furthermore, a significant backlog of 122 old pension legacy cases pending since 2022 was successfully settled in June 2025.
Compassionate Appointments:
The process for compassionate appointments has been formalized, with 1152 cases being considered for 110 vacancies. A transparent process of publishing lists and inviting objections is underway, with 258 objections currently under examination.
Optimization of Workforce
Employee Training and Development:
A high-powered committee has been formed to oversee training. So far, 1100 Palika Sahayaks (Swachhta), 132 Masons, and 110 Linemen have been trained, and 240 teachers are undergoing training with IIT Mumbai.
Transformational Impact

This reform agenda according to top sources is setting a new benchmark for municipal governance which as shifted organization from traditional bureaucratic structure to a dyanamic employee centric and strategically driven organization which is gradually gearing up to deliver in heightened and evolving needs of Delhi.
